In this resolution, the Human Rights Council expresses its deep concern at the civilian casualties caused by the use of armed drones as well as at the broader impact armed drones on individuals, families and communities. The Council therefore urges all States to ensure that the measures employed to counter terrorism, including the use of armed drones, comply with their obligations under international law, including the Charter of the United Nations, international human rights law and international humanitarian law, in particular the principles of precaution, distinction and proportionality. Furthermore,  States are called upon to ensure transparency in their records on the use of armed drones and to conduct prompt, independent and impartial investigations whenever there are indications of a violation to international law caused by their use. Unfortunately, the Council missed the opportunity to advocate for the right for reparations of drone victims.
