NATO’s Civilian Casualty Guidelines, set out in 2010, reflect the organization’s determination to reduce the impact of the conflict of the people of Afghanistan. NATO commits to upholding and protecting democracy, human rights and the rule of law. The organisation also pledges to act in accordance with international law, including the rules and principles of international humanitarian law and human rights law when planning and conducting military operations.
The guidelines, albeit non-binding, encourage States Parties to (1) acknowledge combat-related casualties without delay, (2) investigate all cases, and (3) offer assistance to civilians in order to mitigate human suffering. In accordance with local customs, such assistance can include the offering of ex-gratia payments for death, injury or damage to private property.
