The Independent Committee of Eminent Persons (ICEP) was established by a Memorandum of Understanding between the World Jewish Restitution Organization, the World Jewish Congress and the Swiss Bankers Association. ICEP and the Swiss Federal Banking Commission jointly established an Independent Claims Tribunal (CRT I) with the mandate to identify accounts in Swiss banks that had belonged to victims of Nazi persecution and had lain dormant since May 1945. The owners of the accounts, or their heirs, could (re)claim them. On 30 September 2001 the Tribunal completed its assignment regarding the resolution of claims to dormant accounts published in 1997.
