This report compares the high expectations generated by the Dayton Peace Agreement’s Annex 7 with the relatively disappointing outcomes achieved for displaced persons wishing to return. It analyzes the obstacles to effective implementation and provides recommendations as to social, political and legal changes that should be made in order to meet the claims of the many people still displaced.
