The provisions of the Hague Convention are considered as embodying rules of customary international law. As such they are also binding on states that are not formally parties to them. Article 3 provides explicitly for liability to provide compensation for any violations of the Regulations that are attached to the Convention as an Annex. See in particular Articles 23, 25 and 47 of the Regulations for provisions of relevance for non-combatant civilians.
